Roderick J Fraser Jr.CEM, MMA With 30 years of leadership experience in the United States Navy, city government and private industry, Roderick Fraser has an impressive leadership background in a series of progressively more difficult and challenging roles. Mr. Fraser's Naval career culminated in his Commanding USS UNDERWOOD (FFG 36), a United States Navy warship, during Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF) and Operation Partnership of the Americas. As UNDERWOOD's Captain, Mr. Fraser led a multi-national force in the North Arabian Gulf protecting two Iraqi offshore oil terminals at Al Basrah and Khor Al Amaya which pump over 130 million dollars worth of crude oil per day and trained the Iraqi Navy in Anti-terrorism, force protection, ship handling and maritime security procedures. He hosted foreign Heads of State, Ambassadors, military leaders and dignitaries as a representative of the United States during Operation "Partnership of the Americas." Mr. Fraser, a Certified Emergency Manager (CEM), served as the Commissioner of the Boston Fire Department and led the Department through the 2013 Boston Marathon Terrorist Bombing, 2013 Winter Storm Nemo, Hurricane Sandy and Hurricane Irene garnering praise for the excellent planning and response for each incident. Mr. Fraser developed plans and processes which transformed the Department from dysfunctional and outdated, to a model, modern Department, leading the Department through tough economic times and severe budget cuts while maintaining service levels with no layoffs or demotions. Mr. Fraser led a negotiation team that successfully negotiated contracts with three of the city's largest labor unions gaining random urinalysis testing and the requirement for national certification for technical positions. Mr. Fraser presently serves as the Director of Business Development for a Fortune 500 International energy company. Mr. Fraser holds a Masters Degree in National Security Affairs and Strategic Planning from the US Naval War College, a Masters Degree in Marine Affairs from the University of Rhode Island, a Bachelor of Science in Marine Engineering from Maine Maritime Academy and is a graduate of the National Preparedness Leadership Initiative at Harvard University Kennedy School of Government. |
