Mr. Neal Parker is an international subject matter expert in policing, law enforcement, management, and security, having earned his experience, knowledge, and skills serving with the Royal Canadian Mounted Police; ICPO INTERPOL, Royal St Lucia Police Force; House of Commons Security Services; International Air Transport Association; Sierra Systems Group; and the Royal Police Force of Antigua and Barbuda, West Indies in senior executive positions.

Mr. Parker served the International Criminal Police Organization INTERPOL (France) as an elected member of the Executive Committee - Delegate and Vice President of the Americas’ (Western Hemisphere); Chair, Finance Sub Committee, Member Privacy and Oversight Commission; and Chair, Strategic Development Sub Committee. ICPO INTERPOL is the largest criminal police organization in the world serving 190 member states.

Mr. Parker was engaged by the Government of Antigua and Barbuda to lead the police service in a major change management project. While leading a Senior Management Team, the serious crime rate was reduced to the lowest in the English speaking Caribbean. Mr. Parker served on the USA - Caribbean Basin Security Initiative Core Commission, Technical Working Group for Law Enforcement Information Sharing; Anti-Money Laundering Oversight Committee, Task Force on Gender Violence, United Nations Development Program Consultation Working Group for Caribbean Regional Human Development Report on Citizens' Security, Trafficking in Persons Prevention Committee, Project Management Team Caribbean Community (CARICOM) Review of Agencies, and Chair of the Joint Forces Committee on Information Sharing. Twice decorated for outstanding police work, leadership and, having merited the Governor General's Meritorious Service Award, Mr. Parker served the police force as a leader and change agent with honor and distinction.

Mr. Parker is fluent in the English and French languages, holds a Bachelor of Science degree, and has received education in law, accounting, business management, human resource, training and development, as well as public relations management.

Serving in the private business sector, Mr. Parker's notable clients were the Royal Canadian Mounted Police, Justice Canada, Justice Quebec, Canadian Air Transport Security Authority, Canadian Border Services Agency, and the Solicitor General of Alberta.
